Does file transfer protocol (FTP) always be implemented using TCP?

I want to know that how to implement file transfer protocol of our own.

Is it TCP that I must use to implement this?

    Is there any other way?

FTP is implemented using TCP. This is because File Transfer needs data reliability which TCP does nicely.

But you can implement your own protocol based on other protocol like TFTP (Trivial File Transfer Protocol) which is implemented using UDP.
